Two Victorian Councils are looking to appoint a Senior Project Manager to address and identify opportunities to establish an efficient shared services operating model to address the challenge of constrained revenues, rising services delivery costs and changing community needs and expectations. This project will develop a Scope of Works which will deliver a business case and report to assist both Councils to reach a "decision point" outcome.

The Project Manager Shared Services is expected to demonstrate exceptional strategic ability through:

  • Bold leadership as the two councils embark on a significant transformation agenda.
  • Contributions to the leadership culture and structures of the organisation.
  • Drive, lead and coordinate the activities of the shared services program developed in collaboration with the two Councils to deliver community benefit.
  • Oversee the development and implementation of a program of work.
  • Ensure that practical and achievable programming is implemented for the successful delivery of the program of work; including resourcing, funding, cross-organisational involvement.
  • Oversee the development of short, medium and long-term implementation plans, to deliver a suite of projects to deliver the best overall result which takes into consideration the operational needs of the two Councils.
  • Oversee the alignment of business and back office systems, workflows and processes across councils that standardise and harmonise processes where possible.
  • Engage multiple stakeholders in enabling resource sharing and flexible working.
  • Coordinate the service delivery and program implementation across the two Councils.
  • Provide strategic advice to the CEOs' of both Councils on policies and projects involving stakeholders and provide recommendations to maximise benefits to the two Councils.
  • Apply understanding of the political, social, and legal environment and organisational context of Councils to all initiatives and actions.
  • Reporting progress of program and initiatives.

The ideal candidate will be experienced in high level project management, change management, transformation or shared services, have an understanding of local government and the ability to manage projects in a complex political environment.
