JOB DESCRIPTION

With approximately 7,500 staff, more than $8 billion in fixed and other assets and more than 6,600 kilometres of track, Queensland Rail (QR) is an integrated customer and rail infrastructure business servicing the passenger, tourism, resources and freight customer markets throughout Queensland. This role is primarily responsible developing, implementing and monitoring Emergency Preparedness training and exercise programs to ensure that all areas of Queensland Rail are well prepared and equipped to respond to the emergency incidents. This is a permanent opportunity and the hours are Monday to Friday 38 hours per week.

Position Responsibilities include :

  • Develop, implement and monitor the Emergency Preparedness Training Program for Queensland Rail, utilising realistic and contemporary rail operations scenarios to deliver compliance with relevant legislative requirements.
  • Conduct, co-ordinate and evaluate external stakeholder Conduct, co-ordinate and evaluate external stakeholder exercising opportunities to ensure first responders across Queensland Rail act safely and are familiar with the requirements associated with working in these areas e.g. electrified territory.
  • Coordinate with other Emergency Preparedness Coordinators, for the development and implementation of interface emergency preparedness training and exercising with all areas of Queensland Rail.
  • Plan and coordinate, including researching and sourcing resources and equipment for emergency preparedness training.
  • Provide input into the development and implementation of strategies, systems and processes to ensure compliance with relevant legislation and industry practices.
  • Act as Queensland Rail's representative on SEQ based District Disaster Management Groups before, during and after Disaster Operations in support of Queensland Rail, in accordance with the Disaster Management Act.
  • Facilitate formal debriefs with staff, internal and external stakeholders following incidents and deliver Queensland Rail specific incident recommendations/lessons learned.
  • Collate and interpret data to determine areas for preparedness and response improvements.

  • The appointee will also be required to :

  • Comply with Queensland Rail's Code of Conduct;
  • Observe all legal and safety obligations of the organisation;
  • Operate as a team member within a team environment;
  • Operate in an autonomous manner;
  • Participate in Queensland Rail's People Performance Framework;
  • Attend further training as required;
  • Provide advice and work outside normal hours;
  • Travel intrastate and interstate when required.

  • Key selection criteria include :

  • High level of skill in the development, implementation and analysis of Emergency Preparedness training programs, including desktop and field based exercises in a Rail or similar industry.
  • High level of skill in negotiating with and influencing internal stakeholders in the implementation of Emergency Preparedness processes and exercises.
  • High level of knowledge of Emergency Preparedness and Emergency Response legislation and practices in a rail or similar environment.
  • High level of interpersonal, oral, presentation, negotiation, consultation and written skills including the development and presentation of reports to various levels of management.
  • High level of skill in working autonomously and managing competing priorities, in high pressure environments.
  • Substantial skill in researching, analysing and presenting solutions and improvements to current Emergency Preparedness strategies in a timely manner with a commercial focus.
  • Knowledge of and willingness to commit to and work within Queensland Rail's Values and Behaviours.

  • The starting salary range for this role is approx. $104k plus Super. In addition to a generous superannuation scheme, Queensland Rail also offers free train travel to and from work on duty days and a healthy work/ life balance.
